Altus Water Line Modernization Project

Your guide to what’s happening, why it matters, and what to expect.

Project Overview

The Environmental Protection Agency now requires all Oklahoma communities to complete a lead service line investigation and replacement program. Last year, the City of Altus completed an inventory of roughly 4000 to 5000 water service lines across town. From that data, the Oklahoma Department of Environmental Quality approved about 500 locations for full replacement.

These replacements are happening at no cost to the homeowner. The project is funded through the Oklahoma State Revolving Fund for water infrastructure.

Contractors are already prepped and will begin work as soon as the engineer finalizes the order of locations.

What This Project Does

Residents at approved addresses will receive:

  • Replacement of the water service line from the meter to the house

  • Restoration of any ground, yard, concrete, or surface area the crew disturbs

  • A short construction window at each home, usually just a few hours

This upgrade boosts safety, water quality, and system reliability long term.

How Addresses Were Chosen

  • The City submitted thousands of line reports from last year’s investigation.

  • DEQ reviewed the data and approved around 500 service lines for replacement.

Only those addresses receive the free upgrade.

What Residents Need To Do


If you received a letter:

  • Respond as soon as possible.

  • If you ignore the letter, staff will follow up several times. We need clear denial from each homeowner or tenant.

  • If you lost your letter or are unsure, contact Lexi Smalts at asmalts@altusok.gov

    If you did not receive a letter:

  • Your home is not on the approved replacement list.

  • If you want your line replaced at your own expense, you may coordinate directly with the contractor once the project begins. Contact asmalts@altusok.gov for more information.
